These two clients had strictly personal issues with a small clique of staff.
The first one called several times a day trying to get treatment, and was told each time that she would get in soon, if she just kept calling (even though she was secretly banned). It was only after a blunt staff-to-staff conversation that a supervisor admitted that the client had been banned "improperly".
The second banned woman was also treated very unfairly. Some staff members were uncomfortable with her because of their own issues, so they invented something to keep her out. That was done a lot.
The rule at Clitheroe regarding accusations is "if two or more staff members tell a lie, it become the truth".

There was an awkward moment at a staff meeting at which all Detox employees (as well as both supervisors and a higher level Salvation Army person) were present.
Nurse A made a major accusation against the second client, when asked to explain the ban. Then, the youngest PNA laughed and said something somewhat different had actually happened. Nurse A, who had been vigorously accusing the client of one (very serious) act, yielded to the lesser accusation. The client was finally banned for the more minor of the two (fictional) accusations. Then (minutes later) the phone rang.... A social worker from the V.A. told the Detox supervisor that we were going to take that client (The client is a vet, and Clitheroe gets a lot of money from the Veteran's Administration).
The ban evaporated.
When the pregnant client was finally admitted, she was treated very poorly. She was told that she was not allowed to smoke unless a staff member was present. [The false accusation made against her had been that she offered to have sex in exchange for tobacco. Interestingly, none of the clients who actually did have sex (usually with staff) were banned.]
